Most Murtion and Most Illustrious Sir,
I have the honor to acknowledge the receipt of your Excellency's Dispatch of the 27th Instant last, and, in complying with your request for a copy of the Agreement entered into with the Farmer of the privilege of suppressing Chinese gaming houses, I have much pleasure in affording you all the information in my power with reference to this subject.
As it is impossible to restrain the Chinese from the vice of gaming to which they are so much addicted, it is desirable to look at the subject of gaming amongst the Chinese in places like Singapore, and Netherlands India, the Philippines.
